This publication from the Council of State Governments reflects the results of a series of meetings among 100 of the most respected workforce, health, housing, public safety, family, community and victim experts in the country. The report provides 35 policy statements, each of which is a consensus-based principle that should be an underpinning of a reentry initiative. Each policy statement is followed by a description of the problem it addresses, and this discussion typically includes research highlights, which summarize relevant statistics and studies. Recommendations, presented as lettered statements in bold text, identify those steps that should be taken to implement the corresponding policy.
