The risk, needs, and responsivity (R-N-R) model used to improve public safety
outcomes in criminal justice populations has only recently been applied to individuals
with serious mental illnesses. Dr. Osher will review the R-N-R model and how it can be utilized to ensure the right people are accessing the right package of treatment

Practitioners are appropriately concerned that evidence-based practices (EBPs)
developed for persons with behavioral health needs are not effective for criminal
justice populations. In this plenary session, EBPs that are associated with both
positive public health and public safety outcomes will be discussed. Panelists will
describe how jurisdictions have adapted EBPs to their own settings and evaluated

This session will focus on making decisions about data collection and evaluation, strategies for defining success, documenting the impact of a program, and promoting its continuation. With unanimous consent, the U.S. Senate passed the bipartisan Justice and Mental Health Collaboration Reauthorization Act of 2022 yesterday, officially approving the legislation sponsored by Senators John Cornyn (R-TX) and Amy Klobuchar (D-MN) and Representatives Bobby Scott (D-VA), Steve Chabot (R-OH), Sheila Jackson Lee (D-TX), and Tom Emmer (R-MN). The bill will expand and improve upon the success of the Mentally Ill Offender Treatment and Crime Reduction Act (MIOTCRA) to give the country’s criminal justice and mental health systems the tools they need to serve some of their most vulnerable individuals. It will also provide the resources to help communities divert people from the criminal justice system when appropriate.
