The New Dynamics of Mass Incarceration

Vera Institute of Justice LogoThis report from the Vera Institute of Justice—supported by the MacArthur Foundation’s Safety and Justice Challenge—provides a first-of its-kind look at the current state of incarceration by examining where meaningful change has occurred and where reform has remained elusive. The report states that, in order to gauge the true impact of justice reform, it is necessary to explore the complex relationship between local jails and state prisons; this includes studying indicators that take into account a number of factors, including prison and jail admissions as well as pretrial jail and sentenced jail populations. The report finds that many jurisdictions have enacted reforms to reduce incarceration in one part of the system but not another, failing to look at the big picture by taking both prisons and jails into account.
