2011-2012 Policy Paper: Courts Are Not Revenue Centers

In 1986, the Conference of State Court Administrators (COSCA) adopted a set of standards related to court filing fees, surcharges, and miscellaneous fees in response to a burgeoning reliance upon courts to generate revenue to fund both the courts and other functions of government. This COSCA policy paper reexamines the issue of court revenue and its relationship to funding the courts.
