Emerging Issues in American Policing: Alternatives to Enforcement

Vera Institute of Justice LogoThis publication from the Vera Institute of Justice is the third volume in its Emerging Issues in American Policing series, a quarterly digest intended for police-practitioners and community members that presents innovations in the field of policing from the leading academic journals and research publications. This volume is dedicated to issues surrounding police enforcement—which it defines as the administration of the law, such as issuing arrests, citations, summonses, or warrants—and alternatives to it. While use of enforcement can at times be necessary, there are also non-punitive alternatives which can be equally, if not more, effective. Outlined in this publication, these alternatives can take many forms at the pre-arrest, pre-booking, and post-booking phases.
