The Diminishing Returns of Increased Incarceration: A Blueprint to Improve Public Safety and Reduce Costs

This report highlights promising initiatives that a number of states have implemented to reform prison
systems to reduce costs while maintaining public safety. These initiatives are designed to enhance public
safety by first ensuring that dangerous and violent prisoners are incarcerated and then reduce prison populations
and costs by diverting non-violent offenders from prison to alternative rehabilitation and sanctioning
programs or reducing their prison sentences.
