Facility Closure and Strategic Downsizing of Juvenile Justice Systems

CJCAThis toolkit from the Council of Juvenile Correctional Administrators (CJCA) is designed to help juvenile justice agencies successfully close a facility and carry out related system improvements. Across the country, juvenile justice systems are changing their services to better align with the needs of youth and communities and in many jurisdictions this includes reducing the number of youth in residential placements and in some cases closing juvenile justice facilities. Although closing a facility is challenging, it can be managed effectively and can create opportunities to realign resources, examine bed capacity needs, reexamine practices, and improve long-term outcomes. CJCA’s Toolkit aims to provide guidance on carrying out such facility closures and related system improvements, based on the experience and expertise of CJCA members.
