First Presentation to Massachusetts’s Justice Reinvestment Working Group

While crime and incarceration rates in New Hampshire are low, a large portion of the incarcerated population has an identified mental illness or substance use disorder, and behavioral health needs are a driver of jail incarceration and supervision revocations to prison.

On November 3, 2022, the New Hampshire Governor’s Commission on Mental Illness and the Correction System met for the third time to review preliminary findings from the county jail data analysis conducted by CSG Justice Center staff.

On December 29, 2022, President Joe Biden signed a $1.7 trillion omnibus spending package for Fiscal Year 2023. Among other administration priorities, the omnibus spending bill funds various state and local justice system grant programs within the U.S. Department of Justice.

The new initiative will place data analysts in residence at state departments of corrections. The analysts will help those agencies develop their data analysis capacity and increase the utility of data for decision-making while also building the corrections analyst workforce.
