Shepherds in Blue

"The Shepherds in Blue: How Community Policing is Guiding People Home" is a newly completed film that shares the story of how the Homeless Outreach Team (HOT), a joint project of the Houston Police Department’s Mental Health Division, in partnership with MHMRA of Harris County, community service providers, and members of the private philanthropic community, is making significant differences in the lives of many individuals. The film will serve as a valuable teaching tool for other communities looking to effectively implement similar programs to work with people facing issues related to homelessness and mental illness/substance abuse.
