Deborah Moffa
Senior Policy Analyst, Behavioral Health
Deborah Moffa is a senior policy analyst in the Behavioral Health Division. Prior to joining the CSG Justice Center, Deborah led innovative projects developing and implementing systems and comprehensive services for individuals, families, and veterans experiencing chronic homelessness. With over 17 years of experience, Deborah has honed her expertise in homeless and supportive housing program development, training, and leadership to become a guiding force in the struggle against homelessness. At the heart of Deborah’s work lies a deep commitment to leveraging evidence-based practices and data to drive decision-making and resource allocation. Beyond her technical expertise, Deborah is an enthusiastic advocate for equity and social inclusion, working to amplify the voices of marginalized communities and dismantle systemic barriers to housing stability. Deborah graduated from Gateway College in Connecticut and holds a certificate in substance abuse counseling.
