Deputy Division Director, Law Enforcement, Behavioral Health

Terence Lynn leads the organization’s law enforcement portfolio, which focuses on the intersection between public safety agencies, criminal justice, and behavioral health services. Before joining the CSG Justice Center, Terence served as the dean of Business and Criminal Justice at Raritan Valley Community College in New Jersey. Prior, he was the senior director of the Division of Professional Studies at The John Jay College of Criminal Justice, where he was responsible for all contracted training and technical advising with the City of New York Police Department (NYPD) and was one of the principal architects and instructors for its Crisis Intervention Team (CIT) pilot program. He also served as the head of the police training academy in upstate New York operated by John Jay. In addition, Terence has also advised on a range of police-mental health collaboration (PMHC) response models in communities throughout New York and has served as a police officer with the New Hampshire and Massachusetts state police forces. Terence holds a CAGS degree in counseling and human relations and a MEd in psychology and is a certified CIT coordinator by CIT International.
