The data presented were gathered from a statutory analysis of the fair chance licensing laws of each state. Only laws that impose uniform requirements for all, or most, occupational and professional licenses were considered.
The 14 mapped strategies were identified by comparing common features of state fair chance licensing laws. States identified as having “fully implemented” a strategy have enacted policies that fit squarely within the definition of the strategy as described in the text accompanying the relevant map. States identified as having “partially implemented” a strategy have either enacted policies that include one or more, but not all, significant features of the strategy, or implemented alternative strategies that promote similar results.
The data presented account for legislative policies enacted through March 2023.
