Improving Outcomes for Youth (IOYouth) works with state and local jurisdictions to align their policies, practices, and resource allocation with what research shows works to reduce recidivism and improve outcomes for youth while enhancing public safety.
Connecticut leaders launched IOYouth in June 2019. This initiative examined how the state’s recent juvenile justice reforms—including the elimination of truancy and defiance of school rules as delinquent offenses and the closure of the state’s only secure facility for boys—are impacting outcomes for kids.
In 2021, the Connecticut legislature passed sweeping legislation to advance juvenile justice reform in the state, including two key provisions that expand juvenile pre-arrest diversion programs and keep youth charged as adults in the juvenile system before trial.
